No, we don't stop you from publishing your Campaign for items you add to the Checklist.
We know that you may want to have items on the Checklist that are non-critical, or even follow up items that you want to remember after the Campaign is published.
A good practice is to always review the Checklist items before publishing; even the completed ones are there for you to double check.
