Rules vs. Triggers and Goals: how fast do they fire?

Rules, Triggers and Goals should all fire almost immediately.

There are some exceptions to that general statement, such as when looking for tracking information such as "visits URL". Tracking information is compiled every few minutes, so a page visit may be a few minutes ago. But, even in those exceptions, Triggers and Goals will fire just as fast as a Rule would have.
