Campaigns and "visited URL" Tracking

I have “visited URL” as a Trigger with a Goal that they opt in. If they  aren’t a Contact already how will that Trigger ever fire and put someone on the Campaign? Non-contacts are not tracked, right?

The Trigger will still work, but only after the new Contact opt in.

ONTRAPORT cookies the browser with the page visit. When they opt in that cookie information is used to populate the new contact record. A new Contact will have both the Trigger for visiting the URL and the Goal for opting in on the form recognized at the same time in this scenario, but it will work!
