It is part of our anti-spam efforts. Recently there has been a spate of "list bombing" attacks where thousands of contact records are added via either human or very sophisticated automated actions to client accounts. To address this we use a series of tests to validate the contact before we write it to you Contacts database.
While some attempts are from known spammers and are simply discarded, we err on the side of letting you exercise final judgement on the contact. We use a series of tags to identify them. The "OP Engineering says: Contact Unverified" are contacts we can’t confirm are bad. They most likely came from Legacy Smart Forms using the HTML version (or similar integration) or because JavaScript wasn’t enabled in the contact’s web browser. These contacts have NOT been opted out. Please create a group around the Tag OP Engineering says: Contact Unverified if you want to take a look at them, or delete them.
The other Tags you might see are:

OP Engineering says: Bad Contact - These are contacts we KNOW -- at least we think we know - are bad and they’ve have been opted out from bulk mail (a.k.a bulk email status is transactional only). You can confidently delete these contacts.

OP Engineering says: Suspect Email - These are contacts we suspect are bad because the email addresses in these contacts exist on known spam lists. They have NOT been opted out (a.k.a bulk email status is transactional only) because we're not 100% sure so we want you to make the call on whether to delete or not.
- OP Engineering says: Suspect IP Address - These are contacts we suspect are bad because the IP addresses in these contacts are known as suspicious due to past IP's used in list bombing attacks. They have NOT been opted out (a.k.a bulk email status is transactional only) because we're not 100% sure so we want you to make the call on whether to delete or not.
