The time zone on the screen needs to match any filter/reports

Please see ticket #564562 . Date filter options should match what is showing in a list produced from the filter. In said ticket my filter was TODAY but I was getting things from yesterday in my list because the timezone of the logged in user didn't match the account timezone.
