Hyperlink Icons do change the cursor to a hand on hover.

When adding an icon to a text element and hyperlinking that icon, the icon on the live page does not cause the cursor to change to a hand as it would with hyper linked text. This can lead to confusion for the end user on what is hyperlinked.
