Fulfillment List Manager

Submitting this on behalf of a user. 

The request is to be able to either have an endpoint to pull previously sent lists, or have a collection (much like exported lists) of files sent where we can download that list. 

In addition (although this is on another feature request already) they would like to be able to view an/or edit a fulfillment. The editing should be doable outside of an automated action.
