Add "don't show this again" selection to "Background May Be Hidden" popup

The "Background May Be Hidden" popup shows every time the Email Background menu is selected in the message editor. After seeing it the first few times it just becomes an extra, wasted button click. Adding the ability to disable it for my login would be great - speaks to usability.
