I would love to be able to create Campaigns through the API.
Sounds like a complex way to do it. You can create a Campaign and then share it through the Marketplace, even to just a single email or account, far easier. See this link for information on how to do that.

This was asked because we are syncing the campaigns from another service into ontraport. Right now we would have to manually create campaigns in ontraport to sync contact activity across. It would be nice if we could automatically create missing campaigns during the sync via the api.
