Controlling time of day card charges on scheduled payments

At present OP processes ALL pre-scheduled charges at 2:00am. This causes cards that have more than one charge scheduled to fail the 2nd or more charge (these go into collections every time).

It would be great to have time of day control for when these charges occur. At the very least to be able to make sure that cards with more than one charge don't attempt to process at the same time and fail. It also improves OP's flexibility in giving users control of setting a charge to take place at a specific time (say a recurring appointment).

I also wonder if it might make OP a bit more resilient as a system. Having ALL scheduled payments process at the same time creates a concentration and vulnerability to a failure with the billing system occurring at that specific time.
