We'll keep this up as a feature request to see how much interest there is in it.
You can ignore the year on dates using a Wait, and that works for contacts already on a campaign:

Campaign Date Goals and Triggers - Setting to Ignore Year
It would be great if Triggers and Goals based on date had a setting to ignore the year so a trigger or goal could be used for a Birthday campaign.
