We can't give you legal advice, but a quick Google search will reveal that in order to comply, you'll need 'express consent' from every Canadian recipient on your list. There's a little list of things you have to provide people on your signup pages to qualify an opt-in as one that has 'expressly consented'. Whether you do that is up to you.
