Timezone Selector in Campaigns

Currently there are two options for an email to trigger on time: timezone set on the Account Owner's account and timezone for the contact. I'm suggesting that we can select a timezone in campaign, so that no campaigns are affected by daylights savings around the world, or other users aren't impacted by one timezone. We have account users all over the world and having one timezone for everyone isn't working.
