Official comment
Just add a tag when form is submitted, then check for the tag in the campaign. Tags on form submissions can be added quickly if you turn this feature on in advanced settings.

Form submission as an option for conditions in campaign
Several times we have had to work around the fact that we can't set submitting a form as a condition in our campaigns (e.g., if they don't submit the form, send a reminder; if the do submit the form, end the campaign.)

Yeah, that's what we've been doing. Just trying to keep tags manageable.
