Add "Add Contact" to action item in Programs Actions

Within the Programs->Partners page, please include "Add", 
"Remove", and "Suspend" partner to the "Actions" menu.... (see example pic below)

The crux of the issue is the natural business use-case would be to go the program to add a contact. While I could see the usefulness of the way it's currently performed, it's not natural.  It would be nice to have an option to Add, Remove, Suspect contacts from the Partners page directly within the Programs.
