Order Forms : Editing and Moving Dropdown values

I was trying to move the Billing Address State and Country dropdown options. 

By default all the US states are the first 50 options in the dropdown. Australian states next and South African states after that (It would be great to understand why these countries are added by default though. Maybe the form template that I chose?)

Anyway I wanted to move the Australian states all the way up and had to do one by one, scrolling throgh all 50 US states. Lucky that Australia has only a handful of states! 

So just wondering if you could move around the countries or any such options in a CSV format or as a group or as category or something in those lines. It would come in handy if we have to move a lot of values that belongs together to uo or down in the list as a group.
