Account changes to open orders

There should the ability to simply change someone's credit card/debit details to an open order (and therefore future purchases).
ie if "collections" is due to a failed attempt with an old/expired card,  an option in the drop down menu of "actions" when selecting "collections" should be to "change billing details".
